Preface. In the year 1898 two strange things happened. It is difficult to say which was more unexpected. In the West the American Republic, which for more than a hundred years had made as its proudest boast its haughty indifference to the temptation of territorial conquest, suddenly abjured its secular creed, and concluded a war upon which it had entered with every protestation of absolute disinterestedness by annexations so sweeping as to invest the United States with all that was left of the heritage of Imperial Spain. In the East a Sovereign, autocrat, commanding the bayonets of four millions of trained soldiers and the implicit obedience of one hundred and twenty millions of loyal subjects, amazed and bewildered mankind by formally and publicly arraigning the armaments of the modem world, and summoning a Conference of all the Powers to discuss practical measures for abating an evil which threatens to land civilised society in the abyss. Many other things happened in 1898, but nothing for a moment to compare with the significance of these two immense events, which, each in its own way, constitute landmarks in the evolution of the human race. Chapter 1. Why this book is written. In London in the spring of 1888 there existed a widespread feeling of uneasiness and of anxiety as to the possible outbreak of war in Europe. The Continent had just passed through the scare caused by the alleged concentration of Russian troops on the frontiers of Germany and Austria. Germany had enormously increased her armaments, Austria was preparing for war, and, to add to the general unrest, the rise of General Boulanger to notoriety in France seemed to menace with convulsion the disturbed quasi-tranquillity of the Continent. In military circles the talk was all of war. General Boulanger was going to overthrow the Republic, and then finding that he must do something to justify his ascendancy, it was gravely declared that he would probably attack England ! London, with its incalculable wealth, lay at the mercy of a daring adventurer. Russia, it was added, was preparing to rush Constantinople, under pretext of an expedition to re-establish her lost ascendancy in Bulgaria. Preface. For the past four years I have devoted the annual of the review of reviews to a romance based upon the leading social or political event of the year. This year I intermit the publication of the Series of Contemporary History in Fiction in order to publish a study of the most interesting and significant of all the political and municipal problems of our time. Preface to the British edition. Seventy tliousand copies of this volume were ordered in America before a single copy was issued from the press in Chicago. Owing to my refusal to allow any but Union labour to be employed in producing the book, the binders were at lirst unable to cope with the demand. But as I did not think that ' If Christ came to Chicago ' He would go to sweat shops for His printing, the public had to wait till the Union binderies overtook the demand. The opportune refusal of the American News Company and the Union News Company to handle the book until the Black List was cut out somewhat relieved the pressure. As the Companies possess an absolute monopoly of sale on all the railways in the United States, I cut out the list. I did this the more readily because the interest in the Black ' List was so strictly local to Chicago that I did not think it would be worth while reproducing it in the present Edition. The difficulty of meeting the American demand renders it impossible to procure copies from Chicago in time to suppl}' the Enghsh market.
